I’ve seen it happen more times than I care to count in my little world of IT consulting. A business owner or a C-suite executive invests heavily in setting up a Project Management Office (PMO), expecting it to be the “magic wand” that finally brings order to the chaos. They want streamlined delivery, predictable costs, and strategic growth. But a year later? The PMO feels like a black hole for resources, or worse, a “department of ‘No'” that slows everyone down.
